According to Filter, Finland prohibits snuff and has strict legal regulations for electronic cigarette. Finland prohibits smoking electronic cigarette in all places where smoking is prohibited, prohibits the use of flavored tobacco other than tobacco, prohibits advertising, and prohibits online and cross-border sales of vape. Despite this, it is estimated that 38,000 people nationwide still use nicotine e-cigarettes.
Finland has about 900,000 citizens who are cigarette users, making the market for nicotine replacement therapy (NRT) booming in the country. NTR products such as chewing tobacco and nicotine patches are the focus of development, and can be easily purchased nationwide without requiring a prescription.
Finland plans to achieve the ‘smokeless Finland’ target by 2040, and thereafter, the target has been advanced to 2030. “Although the government recognizes that vaping are less harmful than smoking, it has not promoted people to use vape to quit smoking,” said Ollikka, president and co founder of the Finnish Electronic Cigarette Association. On the issue of smoking, Finland has fallen into a “don’t quit or die” approach, with no belief in reducing harm.
Finland will hold parliamentary elections in April, and Ollikka said that some political parties are promoting the legalization of snuff. “So, I think this is a good opportunity to influence politicians and ask them to also lift restrictions on vape.”
