Detroit City Council urges on Michigan to control over tobacco and disposable vape pen flavors. And allow the city municipal authority to control local tobacco laws.
The Councilman, Scott Benson, proposes to repeal the 14th Section of the Tobacco Products Tax Act. So as to strengthen municipal control over the sale and licensing of tobacco for distribution.
The law currently prohibits cities from imposing new requirements or prohibiting the sale and licensing of distribution.
Benson said, Tobacco is a terrible substance that takes the lives of hundreds of thousands of Americans every year. He wore a “Flavors Target Kids” shirt during Tuesday’s council meeting.
He also emphasizes that tobacco and disposable vape pen flavores kill over 45,000 black Americans a year. It is about the size of a Ford Field full of black people who die instantly because they smoke tobacco or disposable vape pen.
What’s more, He points that the tobacco industry is a dying industry, and it needs to replenish its users.
Also, the council members urges Michigan to remove the preemption from cities regulating flavored tobacco and disposable vape pen products within their borders. Banning flavored vape selling would “significantly reduce the new generation of tobacco users, lower health care costs, and ensure an equitable approach to health,” the resolution states.
Council President James Tate and Council Member Coleman Young II concerns about how the law would be enforced and whether it would interfere with adult choice. But they still voted in favor of the resolution.
I think this should be a local government discussion. I agree with the latter part of this legislation … that we should repeal the preemption law and allow local units of government to have this debate,” Young said.
But he also remands that we have to be very careful. How will it be implemented? How will it be applied? And who will be most affected by it?
Councilwoman Latisha Johnson cites rising asthma rates in Detroit and the negative impact of other environmental factors on residents’ lungs as the reason for her concern.
“I do believe that these flavors are enticing our young people and encouraging them to smoke these vape pens in particular.” Said Johnson.
She also emphases that there is also an increase in lung cancer as a result of cigarettes and disposable vape pen products.
It is reported that the Flushing City Council has approved a new law. The new law prohibits selling or using disposable vape pen and other vape products. Selling vape products to people under 21 years old may face misdemeanor charge. The law takes effect on April 30.
